Dar es Salaam Regional Vocational training and Services Centre shall continue to establish and implement new training programmes suitable to meet the needs of both formal and informal sectors of the economy in order to address the demands raised from the zonal labour market.

Roles and Functions of the Centre

The overall functions of Regional Vocational Training and Services Centre as stipulated in the VETA Act No 1 of 1994 are as follows:

  1. Selection of trainees in accordance with trade standards and admission requirements as approved by the Board;
  2. Conduct regionally based tracer studies and disseminate information on vocational education and training;
  3. Implement programmes approved by the Regional Board;
  4. Monitor training log-books and issue certificates;
  5. Act as a nucleus for vocational education and training system development in the region;
  6. Subject to guidelines and regulations issued by the Board, generate funds to supplement the operational costs of the centre.
  7. To promote and to support the development entrepreneurial skills and attitudes.

CENTRE FACILITIES AND TRAINING INFRASTRUCTURE

Dar es Salaam RVTSC being one of the largest and oldest centres in the country has extensive facilities and infrastructures. The environment is well maintained. The current status of center facilities can be summarized as follows:

Tools and Equipment

Dar es Salaam RVTSC has fleet of extensive sophisticated equipment and tools, ranging from small to heavy duty machinery suitable for delivery of vocational education training to our customers.

Infrastructure

Major centre buildings and utilities were rehabilitated by the support provided by DANIDA 1998 – 2000.

Human Resource

The centre has two categories of staff, category one is for those who are employed on permanent and pensionable terms and category two is for those who are contracted for specified period time. Detail for each category is as follows:

Permanent and Pensionable

98 staff are employed on permanent and pensionable terms, 79 being Vocational Teachers and 19 Management team members and administrative staff. Vocational Teachers are relatively developed in terms of occupational and pedagogical skills.

The Centre Management team members and the Administrative staff have prerequisite qualifications for their positions.

Contracted Employees

Dar es Salaam RVTSC has 81 contracted employees, this includes those who are involved in production activities and conduction of various short courses such as Driving school Instructors, Canteen staff and cleaners

Historical Background

The idea of establishing a Centre dates back to the early 1960s when the British Government provided funds to construct and equip a Trade Testing Centre to be used solely for testing of crafts persons. The trade-testing center was built at Chang’ombe area, off Nyerere Road, and was inaugurated in 1966.

Since its inception in 1966, the centre has offered both trainings and trade testing. The first courses offered were Motor Vehicle Mechanics, fitting and Turning, Carpentry and joinery and Masonry and Bricklaying with an intake of 80 trainees, almost all of whom were male.

Laboratory studentsFollowing the closure of the Ifunda and Moshi Trade Schools in 1968, the government decided to establish and industrial apprenticeship training scheme, and shifted the main responsibility for training workers to employers through organized on-the-job training programmes. The role of the government was limited to provision of a yearlong basic vocational training before trainees could be placed in industries for a three-year period of in-plant training.

The DSMRVTSC, like other centers owned by VETA, has enjoyed the support of international donor agencies in its efforts to develop and strengthen its training programmes.

In 1970, the Chang’ombe Trade Testing, and a apprenticeship traing Centre was converted into a National Vocational Training Centre with assistance from ILO/UNDP. 

In 1974, the Canadian International Development Agency (CIDA), offered financial and technical assistance for the establishment of the instructor Training Unit (ITV), which has now been amalgamated into the Morogoro VTTC.

In 1979, the Swiss Government, through its development cooperation agency (Swiss Contact) provided funds for equipping the Chang’ombe centre and this extended programmes in the Fitter Mechanics, Truck Mechanics and Welding and Fabrication, Workshops. The Swiss Government grant also included technical assistance personnel and Instructor Skill Upgrading and Updating schemes.

In May, 1979 the Africa Development Bank (ABD) approved the Graphic School project and granted a soft loan. The DSMRVTSC started training programmes in graphic skills trades in the year 2000.

Machinery studentIn 1983 the Federal Republic of Germany provided funds for establishment of a Laboratory assistants course.

In 1992 The Swedish International Development Agency (SIDA) offered financial assistance for establishment of the Office Mechanics (OMM) and Secretarial and Computer Training Workshops.

In 1994, the Vocational Educational and Training Authority (VETA) Act of Parliament No. 1 designated the Chang'ombe Centre a Regional Vocational Training and Services Centre as part of a strategy to impruve and regulate vocational education and training in Tanzania.

In 1999 the Danish Government through her International Development agency (DANIDA) provided funds for the rehabilitation programmed and technical assistance personnel.

Today the recently remodeled modern facilities at the Centre allow us to offer 20 long courses and over 50 short courses to over 8,000 students annually. We are constantly improving our equipment and modifying our courses to meet demand.
